Managing Apprenticeships on Your Own Is a Full-Time Job You Didn't Sign Up For

Most contractors running IRA projects are juggling DoL requirements, apprentice tracking, and audit risk with tools that weren't built for any of it.

The Ratio and Hour Requirements Change Daily

Keeping a 1:1 apprentice-to-journeyworker ratio and hitting the 15% labor-hour threshold isn't a one-time setup. It shifts across every crew, every project, every week. One miscalculation costs you $50 to $500 per non-compliant labor hour.

Apprentix allows contractors to register apprentices, track their training hours, monitor wage increases, and keep their program compliant with the DoL.

New Apprentices Take Weeks to Register if You Do It Yourself

Every apprentice needs to be registered with the DoL before their hours can count. Doing it manually means waiting on approvals, chasing paperwork, and losing compliant hours in the meantime.

Apprentix registers new apprentices the same day they start. Hours count from day one, or up to 45 days backdating, if you’ve already begun work.

DoL Audits Are Brutal When Your Records Live in a Spreadsheet

The federal government requires 7 years of apprenticeship records: wage progressions, competency evaluations, hour logs, state filings. When contractors report on certified payroll, that they’ve paid a registered apprentice for 40 hours, the DoL wants to know what they learned for those 40 hours. Most contractors have no idea how to properly track their apprentices to be DoL compliant.

Apprentix stores and manages all of it automatically. Audit-ready, always.
Our Approach

Apprenticeship Management Shouldn't Slow Down Your Business

Most contractors hit the apprenticeship requirement and get handed a mess. DoL paperwork, hour tracking, state filings, wage progressions, audit records. It's a lot to own, and most teams aren't built for it.

Apprentix takes all of it off your plate. As your Fractional Sponsor, we become the DoL registered apprenticeship program sponsor on your behalf. We handle the filings, manage the audits, and keep your program compliant across every state you work in. Your crews stay on the jobsite. Nothing about how your team operates needs to change. You run the project. We run the compliance.
What's Included

What Your Fractional Sponsor Handles for You

Apprentix manages your apprenticeship program end to end. You also get full access to our platform so you always have visibility into where things stand.

Program Registration and Setup

We handle all DoL registration paperwork and get your apprenticeship program certified under our sponsor umbrella within 2 weeks. If you already have a program, we transfer it and make sure everything is compliant from day one.

Same-Day Apprentice Registration

When a new apprentice joins your crew, we register them under the Apprentix program within 24 hours. No waiting weeks for government approvals. No gaps in your compliance record.

Training Plan Customization

For each registered apprentice occupation, Apprentix has negotiated a specific training plan with the Department of Labor. This training plan is known as the "standards" and it outlines what each apprentice occupation will learn. We will review those standards with you in order to determine what type of training you already provide to meet those standards so that we may issue you full credit. For the items you don't do, we will scratch those out and you will end up with a customized training plan that fits the way you already train your apprentices

Apprentice Wage Schedule

We will walk you through the Apprentice wage schedule that Apprentix has negotiated with the Department of Labor that allows you to use a discounted wage off of a baseline journeyman's rate. For IRA projects the journeyman's rate is equivalent to the prevailing wage of that occupation. This means that you are allowed to pay the apprentice less than the journeyman although this is simply a minimum wage requirement. You may pay apprentices a journeyman rate if you wish, which would bypass all of the apprentice wage schedule completely.

Ratio Requirements

Each of apprentices' apprenticeship occupations has a one-to-one apprentice to journeyman ratio requirement. This means that for every one registered apprentice on the job site that day, there must be an equal number or more of journeymen on site that day in order for the apprentice hours to count.

Apprentice Occupation Determination

We will work with you to determine the best apprentice occupation(s) so that you're able to meet the IRAs 15% labor hour requirement. The requirement does not need to be met per occupation but rather across the entire project.

Ongoing Compliance Management and Support

Apprentix's platform monitors compliance across every active project. If something falls out of line, the system flags it before it becomes a penalty, not after.Apprentix’s compliance and support team is available to all clients for any questions you have. This includes the ability to use our Self Service Knowledge Base, to use the real-time in-app live chat, and to email support with any questions you have. If a strategy call is required or you want to get us on the phone with your customer to work things out, we're happy to do that as well.

Multi-State Filings and Reciprocity

Win work in a new state and we handle the reciprocity request to get you cleared to operate within 30 days. Even if you’ve already begun working, you can continue working while we get your reciprocity. No navigating a new state's registration process on your own.*

Add Subcontractors Under Your Program

If you use subcontractors to perform some of the work and they trigger the IRA’s participation requirements, Apprentix will cover your subs under our program.

Issue and Renew Davis-Bacon Certificates

Within 1 business day of your apprentices being registered, Apprentix will issue their Davis-Bacon certificate which establishes the date when their hours begin counting towards the IRA’s labor hour requirement. Every 90 days, Apprentix will renew each apprentice’s Davis-Bacon certificate to prove that your apprentice’s hours continue to count towards the IRA’s requirements.

Suspend and Cancel Apprentices As-Needed

You are allowed to suspend and cancel apprentices as-needed within Apprentix’s program. If an IRA project triggered you to register an apprentice and you finish that project, you are not obligated to continue with the registered apprenticeship.

Self-Appoint Your Apprentices and Journeymen

Under Apprentix’s program, we allow you to nominate who you want to be registered apprentices and the journeymen. Apprentix does not require journeymen evaluations or assessments.

Allow Laborer Apprentices to Work Under Different Journeymen Occupations

If your scope of work is such that Construction Craft Laborer apprentices will be supporting journeymen who are not Craft Laborers, we can authorize the Laborer apprentices to work and learn under different journeymen occupations provided we understand the nature of their support and how it aligns with state laws.

Audit Prep and Record Keeping

We maintain 7 years of audit-ready records: every hour log, wage progression, competency evaluation, and DoL report. When an audit comes, Apprentix handles it directly. You're not scrambling through spreadsheets at the worst possible time.

IRA Compliance Documents

Give your clients the peace of mind they need knowing that you’re under Apprentix’s sponsorship and will have all the documents they need in order to be IRA compliant. Apprentix will provide you with all the documents needed, regardless of which system you’re uploading into. You will receive all the documents needed to prove IRA compliance and Apprentix will generate all of these and send them to you. Apprenticeship Standards, Registration Certificates, Appendix A through D, Form 671 apprenticeship agreements, Davis-Bacon wage certificates, letters of authorization, confirmation of reciprocity, and apprentice progress reports. No manual data entry, no formatting government paperwork from scratch.

*Coverage excludes California (no state projects, IRA-only ok) and New York.

FAQ

Wondering How It Works?

Still have questions? Here are some of the most common ones we hear.

How is Apprentix different from hiring an IRA compliance consultant?

Most IRA compliance consultants handle the tax credit side. They don't manage your DoL registered apprenticeship program. Those are two separate requirements. If your apprenticeship program falls out of compliance with the Department of Labor, you lose the IRA tax credits regardless. Apprentix handles the apprenticeship piece specifically, which is exactly what most contractors are missing.

Do we have to send our crews to school or change how we train on the jobsite?

No. Apprentix will review the training you already provide, formally and informally, and will issue you credit to meet the DoL's standards. There's no traditional schooling, no tuition, and no pulling workers off a project. We design the required instructional components around your existing training processes so your workers stay on the job site. For Electricians, you do need a third-party curriculum and we have affordable, online partners we can refer to you.

How fast can we actually get started?

Your program can be up and running with apprentices registered and counting hours in 2 weeks. We start cohorts on the 1st business day of each month with 5 companies per cohort. Compare that to 9+ months if you try to set up a registered apprenticeship program independently. Need it faster?
Our 3-Day Expedite service gets everything done in a single Orientation call. If you just won a bid or are bidding on an IRA project with a tight timeline, that's the difference between getting on the jobsite and sitting on the sidelines.

What happens if we get audited?

Apprentix maintains 7 years of audit-ready records inside the platform: every hour log, wage progression, competency evaluation, and DoL report is stored and accessible. You're not scrambling through spreadsheets at the worst possible time.

We already have a registered apprenticeship program. Do we still need Apprentix?

Possibly. If you're managing compliance on spreadsheets, can't easily work across multiple states, or your admin team is spending days each month chasing down hour submissions, the Fractional Sponsor service will cut that burden significantly. Many contractors come to Apprentix after realizing their existing program can't scale with the volume of IRA work they're winning.

What states and occupations does Apprentix cover?

Apprentix holds certified National Guideline Standards issued by the Department of Labor across 48 states in 7 occupations:
Construction Craft Laborer, Heavy Equipment Operator, Electrician, Pipefitter, Surveyor, Wind Turbine Technician, and Carpenter (Form Builder).

These cover the labor classifications required for the 15% apprentice-hour threshold on most IRA projects. Coverage excludes California (no state projects, IRA-only ok) and New York.

How much does it cost?

The Fractional Sponsor service starts at $13,000 per year for up to 20 active apprentices and includes all DoL filings, audit management, and full access to the Apprentix platform for tracking and visibility.
